A Guide to Living in Türkiye
for Turkic-Origin Citizens

For citizens coming from the Turkic world — Azerbaijanis, Kazakhs, Kyrgyz, Uzbeks, Turkmens and other Turkic-origin people — Türkiye, thanks to the closeness of language and culture, is one of the countries with the easiest adaptation. But "easy adaptation" does not mean "easy process": entry, residence, work and citizenship are separate paths, and knowing which one starts where is critical. This guide maps the life journey of Turkic-origin citizens in Türkiye under one roof and directs you to the right step.

Turkic-origin citizens (OTS countries — Azerbaijan, Kazakhstan, Kyrgyzstan, Uzbekistan, Turkmenistan + Meskhetian/Uyghur Turks) are subject to a special facilitated framework in work in Türkiye (Law No. 2527; updated by Decree No. 10476 in 2025) and may be assessed relatively flexibly for citizenship. But two rules do not change: visa-free entry is not a residence permit (a residence permit is needed for long-term life) and the work permit facilitation does not remove the obligation to apply. Each country has a different entry regime; setting up the right path in the right order is the greatest saving.

Who Counts as Turkic-Origin?

In Türkiye’s legislation, “Turkic-origin” status is like a third position between being a Turkish citizen and being an ordinary foreigner. People with this status are assessed, especially in terms of work and some rights, in a facilitated framework different from ordinary foreigners.

Who belongs to the communities counted as Turkic-origin is determined by a Presidential decree. Within the scope of the current 2025 regulation, the prominent countries are Azerbaijan, Kazakhstan, Kyrgyzstan, Uzbekistan and Turkmenistan; in addition, communities such as Meskhetian Turks and Uyghurs are also assessed within this scope. Visa-Free Entry Is Not a Residence Permit

The most critical message of this guide is this: visa-free entry and a residence permit are not the same thing. Most citizens of Turkic-origin countries enter Türkiye easily — but this does not grant the right to live or work in Türkiye.

Visa-free entry (or entry with an ID card) is only a short-term visit right; it is usually limited to 30 or 90 days and requires leaving the country when the period expires. To live permanently in Türkiye, a residence permit must be obtained (short-term, family, student or work purpose). Taking the visa-free period for a “right of settlement” and overstaying is the most common mistake, one that can go as far as an administrative fine and an entry ban. Country × Path: Which Country Starts Where

The entry regime of each Turkic-origin country is not the same — the assumption “all visa-free” is wrong. The table below gives a general map; a link to each country’s detailed guide is added:

As can be seen, even countries under the same “Turkic-origin” roof are subject to different entry rules. So before planning, the current entry regime of your own country must be confirmed from an official source. Since entry rules depend on bilateral agreements, they change from time to time.

Work: The Turkic-Origin Advantage

The most marked advantage of Turkic-origin citizens is on the work side. Some heavy conditions sought from the employer in the standard foreign work permit — for example, the employment of a certain number of Turkish citizens at the workplace and financial-capacity criteria — are not sought for Turkic-origin employees. This significantly eases the employment of Turkic-origin workers, especially for small and medium-sized enterprises.

This framework was updated in 2025. But the critical point everyone confuses is this: the facilitation does not mean that the work permit has completely disappeared. A work permit application is still made; what is not sought is only some employer criteria, not the obligation to apply. Moreover, the application — unlike a residence or citizenship application — is legally made by the employer. Paths to Citizenship

Turkic-origin citizens reach Turkish citizenship through the same paths as foreigners in general; the difference is that the status may provide relative flexibility in the assessment (not an automatic right). The main paths:

  • General path: after an uninterrupted certain period of legal residence, with conditions such as language and means of subsistence.
  • Marriage path: a marriage with a Turkish citizen actually continuing for a certain period (marriage does not grant citizenship on its own; a separate application is required).
  • Investment path (exceptional): exceptional citizenship through real estate or investment at a certain threshold.

The Most Common Mistakes

The most frequent and most expensive mistakes on the Türkiye journey of Turkic-origin citizens are these:

  • Taking visa-free entry for settlement: overstaying gives rise to an administrative fine and an entry ban.
  • The “work permit abolished” misconception: the Turkic-origin facilitation does not remove the application; working without a permit carries a sanction risk.
  • Mixing the paths: work, status document or citizenship — starting from the wrong path or in the wrong order loses both time and rights.
  • Thinking every country’s rule is the same: the Turkmen, Uzbek and Azerbaijani regimes differ.
  • Missing renewals: not renewing residence and permits on time puts the status at risk.
