Holders of Turkmenistan ordinary (tourist) passports can no longer enter Türkiye visa-free — this exemption was abolished in 2022; a 30-day exemption continues only for official passports. Citizens of Turkmenistan are within the Turkic-origin scope: in the work permit, the employer conditions of "5 Turkish employees" and financial capacity are not sought (Decree No. 10476) — but a work permit application is still mandatory, and the employer makes it. Turkmenistan is one of the largest groups among foreigners with a residence permit (high in the official data).
Visa Situation: No Longer Visa-Free
The most critical and most often misunderstood topic for citizens of Turkmenistan is the entry regime. The tourist visa exemption that was valid for many years was abolished in 2022. Its practical consequence: citizens of Turkmenistan travelling with an ordinary (tourist) passport must obtain a visa before entering Türkiye (via e-visa or a consulate). A 30-day exemption continues only for holders of official/diplomatic passports.
Information still circulating online such as “citizens of Turkmenistan enter visa-free, stay 30 days out of 90” belongs to the period before 2022 and is not current. Those who set out on the assumption “it used to be visa-free” go wrong here the most in planning entry and stay. So before each trip, the current visa type and conditions must be confirmed from an official source. Residence Routes
To stay in Türkiye for a long time — independently of the visa — a residence permit is required. The most common routes for citizens of Turkmenistan:
- Short-term residence permit: on grounds such as ownership of residential real estate, a commercial connection, tourism or treatment.
- Family residence permit: on the basis of a family tie with a Turkish citizen or a foreigner with a residence permit — in the Turkmen community it is often chosen through marriage with a Turkish citizen.
- Student residence permit: for those receiving formal education in Türkiye.
- Work permit: when obtained, it does not require a separate residence permit (the work permit also serves in place of residence).
An important distinction: entering with a visa (or with a visa-free short visit) does not mean a residence permit. For long-term life, the right residence type must be chosen (Residence Permit Types).
Work: The Turkic-Origin Facilitation
The strongest advantage of citizens of Turkmenistan is on the work side. Because Turkmenistan is assessed within the Turkic-origin scope, the heavy employer conditions in the standard work permit — the employment of a certain number of Turkish citizens at the workplace and financial-capacity criteria — are not sought. This significantly eases the employment of Turkmen workers for small and medium-sized enterprises.
However, the most common misconception is this: this facilitation does not mean that the work permit has been completely abolished. A work permit / e-permit application is still made; what is not sought is only some employer criteria, not the obligation to apply. Moreover, the application is legally carried out by the employer — this requires coordination on the employer and employee side. Paths to Citizenship
Citizens of Turkmenistan reach Turkish citizenship through the general paths; Turkic-origin status may provide flexibility in the assessment but does not grant an automatic right:
- General path: after an uninterrupted certain period of legal residence, with conditions of language and means of subsistence.
- Marriage path: a marriage with a Turkish citizen actually continuing for a certain period (does not grant citizenship on its own).
- Investment path (exceptional): through real estate or investment at a certain threshold.

The Turkmen Community in Türkiye
Turkmenistan is one of the largest groups among foreigners with a residence permit in Türkiye and ranks high in the official data. Citizens of Turkmenistan work especially intensively in the domestic-services and care, construction and service sectors. The closeness of language and culture (Turkmen is an Oghuz language close to Turkish) eases adaptation and forms the natural ground for Turkic-origin status.
This dense workforce profile brings with it a risk too: informal employment. Working without a legal work permit carries a sanction risk for both the employee and the employer and endangers the residence status. The Turkic-origin facilitation is valuable precisely here — it makes legal employment accessible, but it must be used correctly.
Proceeding in the Right Order
For citizens of Turkmenistan, the Türkiye journey — because the visa exemption has been abolished — now requires the chain of entry → residence → work permit → (over time) long-term residence/citizenship to be planned in the right order. A wrong order or a missing document delays a process that could conclude positively, or leads to rejection.
