Why Are There Multiple Citizenship Paths?
The Turkish citizenship framework is regulated by the Turkish Citizenship Law No. 5901. The law defines distinct paths suitable for people in different life conditions — because citizenship can be acquired both through descent (blood ties) and through ties established with Türkiye (residence, marriage, investment, service).
A path open for one person may be closed for another. Even if the same person is suitable for more than one path, choosing the fastest or safest is critical in terms of time, cost and file success rate. Below we address the five most frequently encountered paths in order.
1. Turkish Citizenship by Birth
This is the most fundamental and automatic path. A child born of a Turkish citizen mother or father, no matter where in the world they are born, is directly considered a Turkish citizen on the basis of descent. This path is not based on application but on determination — that is, the right is automatically acquired with birth, but registration in the population records must be carried out.
For children born abroad and not yet registered in the Turkish population records, the registration process is carried out through Türkiye’s embassies or the population directorates in Türkiye. The document order and birth-record format vary according to the legislation of the country where registration is made.
Special Case Even if the mother and father are not Turkish, there is an exceptional provision for children born in Türkiye who cannot acquire the citizenship of any other state by birth. In such files the situation is examined one by one.
2. Citizenship Through Marriage
This is a path defined for foreigners married to a Turkish citizen. However, marriage alone does not grant citizenship — several basic conditions are sought:
- For at least 3 years, having been married to a Turkish citizen
- Living in actual family unity (not on paper)
- Not engaging in behaviors incompatible with family unity
- Not posing any situation that is objectionable in terms of national security and public order
When the 3 years are completed, an application can be filed; however, the application does not mean automatic acceptance. Review is conducted by the Ministry of the Interior, and an interview is summoned if necessary. The average time from application to decision in the process is around 1.5 - 2 years.
In case of the spouse’s death, on condition that the 3-year requirement is met, the right to apply continues. In case of divorce, the process generally ends; however, special setups are evaluated on a file-by-file basis.
Important The Ministry evaluates whether the marital union is genuine through different channels. The internal consistency of the file and the integrity of the evidence presented directly affect the decision. In files containing uncertainty, preliminary assessment before the process begins is critical.
3. Citizenship Through Investment
This is a path applied since 2017 and one of the most preferred in recent years. Citizenship is granted to foreigners who make an investment over a certain monetary threshold, without the residence-period requirement being sought. The investment categories vary:
- Real estate purchase — the most common path; on the condition that the purchased real estate is not sold for a certain period
- Fixed capital investment — by setting up a company registered in Türkiye or becoming a partner in an existing company
- Deposit at a bank — foreign currency deposit to be held for a defined period at Turkish banks
- Government bond / investment fund — Treasury bonds or shares in a real estate investment fund
- Employment creation — employing Turkish citizens (in a way that exceeds a defined number)
This path is fast compared to the others: when the file is correctly structured, it can conclude within 6 - 9 months. Spouses and children under the age of 18 can also acquire citizenship within the scope of the same file.
Citizenship through investment is not carried out with a “pay money and obtain” approach — every piece of document must be prepared in a defined format, in a defined order and in a way that confirms the others.
Frequent Mistake Real estate that is not suitable in the investment category or a wrong valuation report can lead to the entire file being redone from scratch. Before the investment decision is made, preliminary suitability review is recommended.
4. Ordinary (General) Path to Citizenship
This is the main path defined for foreigners who have been legally present in Türkiye for a long time. Here the concept of “being legally present” covers both residence permit and work permit period — both count toward the same 5-year period. The basic conditions are as follows:
- 5 years uninterrupted legal presence in Türkiye (with residence or work permit)
- A life order that clearly shows the intention to settle in Türkiye
- Being a person of income or profession sufficient to support oneself
- Not carrying a contagious disease that poses a risk in terms of general health
- Being of good moral character (criminal record criteria)
- Being able to speak Turkish at a sufficient level
- Not being objectionable in terms of national security and public order
Work Permit Period Also Counts Toward This Time
This is the most frequently overlooked aspect of this path: foreigners who have worked in Türkiye on a 5-year uninterrupted work permit can also file a citizenship application from the ordinary path. In practice, foreign employees who have worked for a company in Türkiye for years and completed their periods may not know that they are eligible for this right.
What is important is for the period to be uninterrupted — that is, the work permit must not have a gap of one or two months in between, and there must be no loss of right during the renewal of the expiring permit. Working with the same employer is not required; even if the permit type changes (fixed-term → indefinite, or change of employer), it is valid as long as the total period is preserved.
Important The period spent on a work permit and the period actually spent in Türkiye are different things. Even if the permit is valid, if the larger part of the year is spent abroad, the Ministry may evaluate negatively in terms of “intention to settle”. A precise period calculation must be made before the file application.
The “5 years uninterrupted” requirement is the most frequently debated point in practice. Trips abroad exceeding 6 months in a year, intervals when the residence permit is not renewed, or stays for tourism purposes are not included in this period. For this reason, the correct calculation of the 5 years should be made before the file application.
On the ordinary path, the time from application to decision is around 2 - 3 years. The process is finalised by the decision of the Council of Ministers (Presidency).
5. Exceptional Citizenship
This is the path on which citizenship is directly granted to foreigners producing special value for Türkiye, without the usual conditions being sought. It is interpreted narrowly in the law, but the following situations enter the scope of evaluation:
- People who bring an industrial facility to Türkiye or contribute to science, technology, economic development
- Foreigners with outstanding success in art, culture, sport
- Those who make significant contributions to Türkiye’s international recognition
- Those deemed suitable for citizenship in a special way by the Ministry
The decision on this path belongs directly to the Presidency. No period requirement is sought, but the evaluation is rigorous — only a small portion of applications are accepted. A rejected file does not close the right to apply through other paths.
Which Path Suits You?
Being “suitable” for a path and “successfully passing” through that path are different things. When suitability for more than one path is involved, the following questions are evaluated to make the right choice:
- Which path concludes in the shortest time?
- Which path has the highest file success rate?
- Can your family members be brought into the same file?
- Do you have a plan to live permanently in Türkiye in the future?
- Which path does your current residence permit count toward?
When two people in the same situation proceed via different paths, the result can be 8 months for one and 3 years for the other. For this reason, before a citizenship file is opened, comparative evaluation of all paths is the most critical step.
Before You Start
A citizenship file is the document summary of a life on which you have spent your years. A single date error, a missing document or wrong category choice — can lead to the process starting from the beginning, sometimes to a delay of months, or in a bad case to the file being directly rejected. After a rejection decision, the right to reapply does not always remain open under the same conditions.
