Work Permit

Türkiye Guide
for Citizens of Uzbekistan

Citizens of Uzbekistan form one of the most long-established and largest labour-migration communities in Türkiye. The closeness of language and culture, combined with the work facilitation brought by Turkic-origin status, makes Türkiye a strong life and work destination for citizens of Uzbekistan. In this guide we share the framework of entry, residence, work and citizenship for citizens of Uzbekistan.

Özet

Holders of Uzbekistan ordinary passports can enter Türkiye visa-free for tourism (90 days in total in 180 days). Uzbekistan has for years ranked among the first few nationalities by the number of work permits granted in Türkiye — heavily concentrated in construction, domestic/care work, agriculture and industry; it also ranks high in family residence. The key to this concentration is Turkic-origin status: the heavy employer conditions in the work permit are not sought, but the application is still mandatory, and the precondition is proof of the status with a document obtained from a competent Turkish authority — without this document the facilitation does not work.

Visa Situation: Visa-Free for Tourism

Citizens of Uzbekistan can enter Türkiye visa-free on tourism travel with their ordinary passports. In practice the rule is not to exceed 90 days in total within a 180-day period. This is not a right of permanent settlement but a right to a short visit.

The most common mistake is taking this visa-free period for a right to work or settle. A stay exceeding 90 days may give rise to consequences such as an administrative fine, deportation and an entry ban. For work or long-term life, a residence permit application must be made before the period expires. Since visa regimes depend on the agreement between the two countries, it is important to confirm the current situation from an official source before travel. Residence Routes

A residence permit is required to stay in Türkiye for a long time; short-term, family, student and work permit are the main types — for the scope of all of them and the logic of choosing: Residence Permit Types. The table is not repeated here for citizens of Uzbekistan, but one trend stands out: Uzbekistan is among Türkiye’s leading nationalities for family residence permits — a result directly linked to the size of the community and how long it has been settled. Once a work permit is obtained a separate residence permit is not required, which makes the section below even more important.

Work: The Turkic-Origin Facilitation

Because Uzbekistan is within the Turkic-origin scope, the heavy employer conditions in the work permit (employment of a certain number of Turkish citizens, financial capacity) are not sought — for the full framework: Turkic-Origin Work Permit — Decree No. 10476. This facilitation does not remove the obligation to apply; the employer legally carries out the application.

For citizens of Uzbekistan, the single key to benefiting from the facilitation is proof of Turkic-origin status with a document obtained from a competent Turkish authority — a document obtained from a foreign-state authority is not considered sufficient on its own. If this document is not obtained in advance, the facilitation does not actually work; this is where the process most often gets stuck. Details: Turkish Ancestry Certificate.

Paths to Citizenship

Citizens of Uzbekistan reach Turkish citizenship through the general path, the marriage path or the investment path; Turkic-origin status may provide flexibility in the assessment but does not grant an automatic right. The full framework of the paths (duration, conditions, thresholds) is set out together in the hub: Türkiye Guide for Turkic-Origin Citizens and Paths to Turkish Citizenship. When the legal side of citizenship by investment is needed, it is referred to our partner law office.

The Uzbek Community in Türkiye

Citizens of Uzbekistan are one of the largest foreign communities in Türkiye and especially historically at the top in labour migration — for years they have been among the first few nationalities by the number of work permits granted. This is not a single year’s figure but a sustained trend: construction, domestic services and care, agriculture and industry are the four main sectors where this community works most intensively. The same intensity is seen in family residence permits — as the community has grown, family applications through spouses, children and parents have grown too.

This dense workforce profile brings with it a concrete risk: informal employment. Especially in weakly supervised sectors such as domestic services and care, skipping the work-permit process when starting a job is a common mistake. Working without a legal permit carries an administrative sanction risk for both the employee and the employer and endangers the residence status. The Turkic-origin facilitation, by making legal employment accessible, is the most reliable way to reduce this risk — but it only works when the status is correctly documented.

Proceeding in the Right Order

For citizens of Uzbekistan, the Türkiye journey requires the chain of entry → residence → work permit → (over time) citizenship to be set up in the right order. Three points specific to this community are most often confused: (1) the “large community = easy process” misconception — density does not mean supervision has loosened; the risk of informal employment is in fact concentrated precisely in the high-density sectors; (2) the misconception that the Turkic-origin document can be obtained from a foreign-state authority — the document is valid only when obtained from a competent Turkish authority; (3) the misconception that the document itself substitutes for the work permit — the document is a precondition, the application process is still carried out separately.

The real value is carrying out this path from a single point and in the right order: documenting the Turkic-origin status correctly, coordinating the e-permit process between employer and employee, and taking each step on time. This coordination is our work. Details: Work Permit Consultancy.
