Citizens of Azerbaijan form the second-largest group among foreigners with a residence permit in Türkiye. Visa and ID-Card Travel

Citizens of Azerbaijan enter Türkiye visa-free; the rule is not to exceed 90 days in total within a 180-day period. In addition, within the framework of the agreement between the two countries, citizens of Azerbaijan can also travel with the new chip ID card.

Two points are important in ID-card travel: first, it is valid only on direct travel between the two countries — arrival from a third country requires a passport. Second, the visa-free stay period with the ID card was raised from 30 to 90 days in 2021; the “30 days” information circulating online is not current. Even so, visa-free/ID-card entry is only for a short visit; for a stay exceeding 90 days, work or study, a residence permit is required. Residence Routes

To stay in Türkiye for a long time, a residence permit is required. The main routes for citizens of Azerbaijan:

  • Short-term residence permit: through ownership of residential real estate (one of the most frequent choices), a commercial connection, treatment or purpose of stay.
  • Family residence permit: through a spouse/child/parent who is a Turkish citizen or a foreigner with a residence permit.
  • Student residence permit: for formal-education students.
  • Work permit: when obtained, it does not require a separate residence permit.

ID-card/visa-free entry should not be confused with a residence permit; the right to a short visit is not a right of settlement (Residence Permit Types).

Work: The Turkic-Origin Advantage

Azerbaijan is within the Turkic-origin scope, and this provides a marked advantage on the work side. The heavy employer conditions in the standard work permit — the employment of a certain number of Turkish citizens and financial-capacity criteria — are not sought. In addition, the possibility to work in some professions normally open only to Turkish citizens and to register with professional chambers on equal terms arises.

Even so, the critical nuance must be preserved: the facilitation does not remove the work permit application. A work permit / e-permit application is still made; the employer legally carries it out. To benefit from this framework, the Turkic-origin status is expected to be documented by a competent Turkish authority. The military and intelligence fields, meanwhile, are outside the scope. Citizenship and Investment

For citizens of Azerbaijan, one of the prominent paths to Turkish citizenship is investment. The most common route is buying real estate worth at least USD 400,000 and placing a three-year no-sale annotation on the title deed; there are also alternative investment types such as fixed capital, a bank deposit or government debt instruments. The spouse and children under 18 are included in the application.

In addition, the general paths also apply: a general application through an uninterrupted certain period of legal residence, or a marriage with a Turkish citizen for a certain period (marriage does not grant citizenship on its own). The Azerbaijani Community in Türkiye

Citizens of Azerbaijan are the second-largest group among foreigners with a residence permit in Türkiye, and the community’s share in the official data is on a rising trend. The high closeness of language and culture — mutual intelligibility with Azerbaijani Turkic — lowers the integration barrier and eases settlement for both work and investment.

Although this closeness is an advantage, the rules of the processes are still the same as for all foreigners: the ID-card travel period, the residence threshold, the work permit application and the citizenship conditions must be tracked carefully. Closeness is not a reason to skip the rules.
