for Ukrainian Citizens

For Ukrainian citizens, Türkiye is an accessible destination thanks to visa-free entry and a strong community. Yet the most commonly confused topic is status: "Does Türkiye grant temporary protection the way Europe does?" The answer is different from what it seems. In this guide we share the entry, residence, work and citizenship framework in Türkiye for Ukrainian citizens.

Ukrainian citizens enter Türkiye visa-free with a biometric passport (90 days in total within a 180-day period). An important nuance: Türkiye does not operate an automatic "temporary protection" status for Ukrainians as the European Union does (temporary protection in Türkiye is, in practice, a separate regime). For long stays Ukrainians therefore use standard residence permit routes (short-term, family, student, humanitarian). Citizenship is possible via the general route after 5 years of residence or by investment (at least USD 400,000).

Visa-Free Entry and Its Duration

Ukrainian citizens can enter Türkiye visa-free with their biometric passports. The rule is not to exceed 90 days in total within a 180-day period. This period falls within a touristic or short visit; it does not grant the right to work or to settle permanently.

If a stay exceeding 90 days is planned, a residence permit application must be made before the period expires; otherwise the person falls into irregular status and administrative sanctions arise. Since entry conditions (including passport validity) depend on bilateral arrangements, it is important to confirm the current situation from an official source before travel.

The Temporary Protection Misconception

This is the point on which Ukrainian citizens are most often mistaken. The European Union applied a special temporary protection regime for Ukrainians after the war began. However, this regime is only for EU member states, and Türkiye is not within its scope.

Türkiye has its own “temporary protection” legislation, but in practice it works as a separate regime and has not been implemented for Ukrainians as an automatic/collective status. The practical consequence: Ukrainians in Türkiye rely not on automatic protection as in the EU, but on standard residence permit routes. Exceptional or humanitarian cases are at the discretion of the Provincial Directorate of Migration and are not granted to everyone automatically. Knowing this distinction from the outset protects against acting on a wrong expectation and having an application rejected.

Residence Routes

For Ukrainian citizens who will exceed the 90-day visa-free period, the way to stay in Türkiye is the residence permit. The main routes:

  • Short-term residence permit: for those who own property in Türkiye, who have a purpose of stay, or who will set up a business (each time for up to two years at most).
  • Family residence permit: through a spouse or family member living in Türkiye.
  • Student residence permit: for those in education.
  • Humanitarian residence permit: for exceptional/humanitarian cases, at the discretion of the Provincial Directorate of Migration (not automatic).

Work Permit

For a Ukrainian citizen wishing to work in Türkiye, a work permit is required. There is a critical nuance here: in a work permit — unlike a residence or citizenship application — the applying party is legally the employer. The foreigner does not start a work permit in their own name; the workplace makes the application.

For an in-country application, the foreigner is usually expected to hold a valid residence permit and to have an arrangement with a workplace; from abroad, the process runs through an employment contract and the consulate. Citizenship Routes

Ukrainian citizens reach Turkish citizenship through the general routes:

  • General route: application after at least 5 years of uninterrupted legal residence, with language, means of subsistence and general conditions.
  • Investment route (exceptional): purchase of real estate worth at least USD 400,000 and a three-year no-sale annotation on the title deed; this route does not require residence or language.
  • Marriage route: a marriage to a Turkish citizen that has genuinely continued for a certain period (it does not grant citizenship on its own).

A typical flow: visa-free/tourist → residence → (if suitable) work → 5 years of residence or citizenship by investment. Choosing the Right Route in the Right Order

For Ukrainian citizens, the most expensive mistake is to set out on the assumption that “Türkiye also grants protection like the EU” and to rely on the wrong status. The right route in Türkiye is chosen according to the person’s purpose of stay (short-term residence, family, student or humanitarian), and the wrong category leads to a rejected application.
