The Work Permit Is Not One Thing
The work permit framework for foreigners in Türkiye is not a system that ends in a single uniform application. Within the Work Permit Law, multiple permit types are defined for different profiles. Each type opens a different door depending on the applicant’s professional position, the role they will work in, and their past in Türkiye.
Many foreigners think only of “an employer-bound fixed-term permit” when the work permit is mentioned. The fixed-term permit, however, is only one of five main types. The other types, when applied for in line with the right profile, can offer both more advantageous outcomes and different rights.
Applying in the wrong type is the most common mistake leading to the rejection of an otherwise correct application.
Fixed-Term Work Permit — The Most Common
The fixed-term work permit is the most widespread type for foreigners who will be employed by an employer in Türkiye. On the first application it is issued tied to a specific employer and a specific workplace.
General features of this permit:
- On first applications it is granted for up to one year in duration
- If the same employer and role continue, the period can increase on extension applications
- The permit is tied to the employer–employee relationship — if the workplace changes, permit validity is affected
- Each application proceeds with a separate file opened for the foreigner who will work
The fundamental limitation of the fixed-term work permit is this: the permit is bound to a specific employer. The foreigner cannot work at another workplace under the same permit. If there is a change of job, a new application process is required.

Indefinite Work Permit — “Indefinite” But Conditional
The name “indefinite work permit” is misleading. The word “indefinite” describes the permit’s lack of a time limit; however, certain conditions and prior-period requirements are sought for the application.
In general the application criteria for the indefinite work permit are in this framework:
- Residing in Türkiye legally for a defined period of time
- During an important part of this period, being on a continuous work permit or a long-term residence permit throughout
- Having no negative records such as administrative penalties or violations from the previous period
The fundamental advantage offered by the indefinite work permit is that the holder is not bound to a specific employer. The permit holder can work at different workplaces and, within certain limits, can even run independent activities. Yet despite the word “indefinite”, the permit can be reassessed if conditions change.
The misconception that the transition from fixed-term to indefinite is “automatic” is widespread. This transition requires a new application and evaluation process; it does not happen automatically.
Independent Work Permit — Foreigners Running Their Own Business
The independent work permit is defined for foreigners who wish to set up their own business or practice a self-employed profession in Türkiye. Company owners, self-employed people, and professionals operating in their own name can fall into this category.
In the assessment of the independent work permit, it is important that the application is not solely about owning a company alone. The applicant’s profile, professional competence, sector type and economic contribution are considered in an integrated manner.
A common misconception: “I founded a company in Türkiye, so I will automatically obtain the independent work permit.” This approach is wrong. Founding a company can be a prerequisite for an independent work permit application; however, the profile is evaluated before the permit is issued.
Additionally, the independent work permit is a more accessible path for foreigners who have stayed in Türkiye for a certain period and have a legal residence history. Obtaining an independent work permit directly upon first arrival in Türkiye is difficult for most profiles.
The logic of “I founded a company, I will obtain the permit” lies at the heart of the most frequently rejected independent work permit files.
Turquoise Card — High-Qualified Profile
The Turquoise Card is a special work and residence right that Türkiye has defined to attract high-qualified foreigners. Unlike the classical work permit, it is evaluated on both economic and professional criteria.
General profiles for which a Turquoise Card application can be made:
- High-level experts — internationally recognized professionals, executives
- Scientists and academics — people recognized in their field
- Investors — those carrying out investment at a defined level in Türkiye
- Professionals of strategic importance — those with international success in the arts, sport and culture fields
How the Turquoise Card differs from the classical work permit:
- It grants the holder additional rights for the spouse and children as well
- Under certain conditions it can become indefinite
- It is not employer-bound; it rests on the recognition of the profile
Determining whether your profile is suitable for the Turquoise Card is the most critical step that should be taken before applying. Otherwise the application faces rejection risk, which causes major loss in both time and documents.
Exceptional Work Permit — A Lesser-Known Path
The exceptional work permit is a permit type defined for specific profiles and evaluated outside the standard application processes. Most people do not know this path exists or do not realize it may be suitable for their profile.
General profiles for which the exceptional work permit is evaluated:
- Recognized athletes, coaches, artists and culture professionals
- Foreigners married to Turkish citizens (under certain conditions)
- Foreigners born in Türkiye
- Foreigners with a special status covered by specific legal arrangements
This path works differently from the classical work permit in terms of the application process and evaluation criteria. There can be advantages, and the supporting grounds required for the application are also specific. For this reason, trying this path without having an exceptional-work-permit profile results in the application being rejected.
Important The boundaries between different types of the work permit can be redrawn periodically with regulatory changes. A profile suitable for a given type today may have to meet additional conditions to apply for the same type tomorrow.
Which One Suits You? — The Difficulty of Deciding
The same foreigner is often suitable, by profile, for more than one work permit type. The question is not only “which one can I apply for?”; it is “which one will produce the best outcomes for me?”
What should be taken into account when making this decision:
- Current profile — profession, education, sector, international recognition
- Past in Türkiye — length of previous stay, types of permit, administrative records
- Long-term plan — staying employer-bound in Türkiye, running your own business, heading toward citizenship
- Family situation — whether a permit type that also covers the rights of spouse and children is needed
Applying in the wrong category leads to both the rejection of the file and a waiting period before reapplying. A rejected file’s reapplication in the same type is subject to a more demanding evaluation process than the first application.
