Every foreign student in higher education in Türkiye must additionally obtain a student residence permit, even if they entered with a student visa or visa exemption. The first application must be made within a certain period after enrolling at school, the permit is renewed annually, and after graduation a transition to a short-term or work permit must be planned.
Who Must Obtain a Student Residence Permit?
Every foreign student enrolled at a higher-education institution in Türkiye (university, vocational school, or preparatory language program included) must obtain a student residence permit. This obligation is independent of whether the student entered the country with a student visa or a visa exemption — the visa only enables entry, while the residence permit forms the legal basis for staying in Türkiye.
This distinction is a point many newly arrived students overlook: those who postpone the residence permit application with the thought “I have a visa, no problem” often run into difficulty in later months, both with enrollment procedures and with everyday matters like banking or getting a phone line, when a residence permit is requested.
The visa lets you through the door; the residence permit makes staying inside legal.
When Is the First Application Made?
The student residence permit application is made after final enrollment at the university is completed — applying before enrollment is not possible, because the basis of the application is the student certificate. It is recommended to start the application process as soon as enrollment is completed; delaying it can create time pressure both in finding an appointment and in preparing the file.
For newly arrived students, the general flow is as follows: first, enrollment at the university is completed; then the student certificate and health insurance are prepared; then the residence permit application is created through the e-Residence (e-İkamet) system. The General Flow of the Process
In general terms, the student residence permit application consists of the following stages:
- Obtaining the student certificate — a current enrollment/student certificate from the university
- Setting up health insurance — valid insurance covering the application period
- Address registration — registering the student’s residential address in Türkiye in the system
- File preparation and application — bringing together the ID, student certificate, and insurance to create the application
- Provincial Migration Directorate assessment — the file being reviewed and finalized, and card delivery

The Logic of Annual Renewal
The student residence permit is a status that must be renewed every year throughout the course of study. The key points to pay attention to in the renewal application are:
- Enrollment/attendance status — reflecting the current student certificate for that academic year in the file
- Applying before expiry — opening the renewal window before the period ends; this is critical for uninterrupted status
- Insurance continuity — renewing health insurance so that it also covers the renewal period
Situations such as a leave of absence, non-attendance, or a change of department/school directly affect the renewal application; these changes must be correctly reflected in the file. A renewal application made with incorrect or incomplete information can come back with a delay or a request for additional information.
Important Leaving the renewal application to the last day is one of the most common risks. A renewal started well before the period expires is the safest path to uninterrupted status.
Does the Student Residence Permit Allow Work?
The student residence permit alone does not grant the right to work. The residence permit regulates the student’s legal stay in Türkiye; a student who wants to work must additionally apply for a student work permit. These two statuses — residence and work — are based on separate legislation and require separate application processes.

What Happens After Graduation?
The student residence permit is a permit tied to student status; this status ends with graduation. For foreigners who want to continue staying in Türkiye after graduation, two directions generally stand out:
- Transitioning to a different type of residence permit — for example, a short-term residence permit, based on another justification
- Transitioning to a work permit — a work permit application for students who find an employer after graduation
Neither of these transitions happens automatically, and they must be planned in advance, before student status ends. An early assessment of which path is suitable as the graduation date approaches prevents a gap from forming between statuses.
