It serves in 7 languages. The app is a tool — it does not interpret which procedure to follow, with which document, or in what timeframe; that part depends on the accuracy of the file.
What Is GöçBil? — An Official Directorate of Migration Management App
GöçBil is the mobile app and digital platform developed by the Directorate of Migration Management, the official body that handles migration matters concerning foreigners in Türkiye. According to the institution’s own sources, the app was developed by the Information Technologies unit of the Ministry of Interior’s Directorate of Migration Management, using the open-source Flutter infrastructure and artificial intelligence models.
The app can be reached through the official web address gocbil.goc.gov.tr, and it can also be downloaded free of charge to phones through the App Store and Google Play. According to figures announced by the institution, the app has reached over 1.4 million downloads to date — meaning it is already actively used by a wide user base.
GöçBil’s purpose is not only to make things easier for foreigners; it is also directly linked to the institution’s goal of combating irregular migration and increasing notification discipline. The old notification method, which relied on physical office visits, caused both a loss of time for foreigners and a capacity burden for the administration; a digital channel aims to reduce the load on both sides. In this context, GöçBil should be read not merely as a convenience app but as part of the institution’s broader digitalization strategy.
GöçBil’s core purpose is to gather in a single app the procedures that foreigners can carry out without first physically going to a directorate of migration management: the notification obligation, appointment tracking, and travel permit applications can be counted among these processes. The system is a continuously developed platform; the Directorate of Migration Management occasionally adds new modules — for example, an “operator procedures” module allowing foreigners to approve telecommunications transactions such as a new subscription, number porting, or SIM card change was added to the system through a regulation that entered into force in June 2026. For this reason, the app’s scope and screens may change over time; the general framework described in this article should be confirmed against the current screens before applying.

Core Features of the App: Which Procedures Can Be Done?
According to the Directorate of Migration Management’s official sources, the main procedures that can be carried out through GöçBil are as follows:
- Notification obligation: The notification procedures that foreigners of a certain status must fulfill can be completed without going to the office, through face recognition and location verification.
- Appointment management: Scheduling and tracking of appointments for international protection and temporary protection applicants.
- Travel permit: Remote application for the permit required for inter-provincial travel.
- Marriage eligibility application: Entering into the system the application for the marriage eligibility document required in certain processes.
- Identity document: QR-coded digital identity display, which can be used by law enforcement for on-the-spot verification.
- Residence tracking: Following the stage of a residence permit application through the app.
- Voluntary return request: Digital submission of the application related to this process.
- YİMER access: A support module related to the Directorate of Migration Management’s information and help line, YİMER 157.
This list is a general summary of the types of procedures the app covers — for which status of foreigner and under which conditions each procedure applies is a separate matter of assessment. (For the different types of residence permit and each one’s own flow: Residence Permit Types.)
A point worth noting is that not all of these procedures appear for every foreigner at the same time. The app shapes its menu according to the person’s registered status in the system: for example, the appointment and notification options that appear on the screen of someone with temporary protection status may differ from those on the screen of a standard residence permit holder. This means there is not a single “GöçBil experience” — each person sees a flow specific to their own file — which is why confusions such as “I don’t have that option” happen frequently; this is usually not a malfunction but a difference tied to status.
How Do Face Recognition, NFC Passport and e-Devlet Integration Work?
What sets GöçBil apart from other online government systems is that it uses several layered methods for identity verification:
- Face recognition (biometric verification): When the user logs into the system, a live photo is taken and compared with the registered photo in the system. A “liveness” test using several different movements — such as smiling, blinking, and looking ahead — is performed to prevent spoofed logins, meaning an attempt is made to prevent the system from being bypassed with a static photo.
- Location notification: GPS-based location verification makes it easier to fulfil the address notification obligation. According to official sources, an automatic warning can be triggered in the system for people who leave their registered province without permission.
- NFC passport/ID reading: Using the phone’s NFC feature to read the contactless chip on the passport or ID document, in addition to optically scanning the document’s MRZ (machine-readable zone) code.
- e-Devlet integration: Direct login to the system is possible with an e-Devlet password — a route that speeds up the process for someone who already has a prior e-Devlet record.
According to the Directorate of Migration Management, all data is processed and stored on public servers; no data is transferred to a third-party server or cloud service. This means personal data does not pass to a party outside the state — but it does not remove the user’s own duty of care (such as the security of login credentials or accessing from the correct device).
This multi-layered verification approach has a practical consequence: the system aims to technically reduce risks such as identity theft or making a notification on someone else’s behalf. However, the same layered structure can also create a learning curve for some users on first use — particularly on older-model phones without an NFC reading feature, or in environments where camera/lighting conditions make face recognition difficult, a login attempt may need to be repeated. This is usually not a system malfunction but a constraint related to the device or environment.
Who Uses It, Who Does It Help?
GöçBil’s target audience is broad; but in practice it is most useful for the following groups:
- Foreigners holding a residence permit — for the notification obligation and residence tracking.
- International and temporary protection applicants/status holders — for appointment, notification and travel permit procedures.
- Foreigners who want to obtain a travel permit — for inter-provincial travel applications.
- Foreigners who need telecommunications line verification — to approve procedures such as a new subscription, number porting, or SIM card change, through the “operator procedures” module added to the system in mid-2026.
GöçBil’s relationship with the work permit process is indirect: the work permit application itself proceeds through a separate system and legislation (see Foreign Work Permit Application: Process and What to Know), but the permit holder’s subsequent residence and notification obligations may fall within GöçBil’s scope. Which category runs through GöçBil and which runs through a different channel is a detail that varies according to the person’s status.
The app should not be confused with e-Devlet or e-İkamet. e-Devlet is the state’s general identity verification and service gateway; e-İkamet is a web platform specific to residence permit applications (see e-Residence Application: Online System Guide). GöçBil, on the other hand, is a layer built on top of these two, mobile-first and gathering a broader range of procedures (notification, appointments, travel permits, YİMER access, and so on) under a single roof. The three do not exclude one another — often more than one is used for the same file.
How Is It Downloaded and Used?
Access to the app is possible in two ways:
- Mobile app: Downloaded free of charge by searching for “GöçBil” on the App Store (iOS) or Google Play (Android).
- Web access: Certain procedures can also be reached through a browser at gocbil.goc.gov.tr.
On first login, the user is asked for either an e-Devlet password or one of the document scanning (NFC/MRZ) + face recognition methods. The menu that appears after login differs according to the person’s current status (whether they have a residence permit, a protection application, or a prior record) — meaning not everyone sees the same screens. This is a logic we also see in the e-İkamet system: the system offers a different flow depending on the person’s file (see e-Residence Application: Online System Guide).
The most common hiccup encountered on first use stems from technical prerequisites (device permissions, ambient lighting, document scanning conditions, etc.) not being fully met. When these points are overlooked — for example, when permissions are denied and then an attempt is made to enable them manually afterward — the login process can take longer than expected.
Note GöçBil is an actively developed platform. The procedures the app covers, its screen flows, and its language support may be updated over time. The information in this article is based on official sources current at the time of publication — it is always correct to confirm the current screens before applying.
The System Is a Tool, the Accuracy of the File Is a Separate Matter
GöçBil is a powerful and free digital infrastructure provided by the Directorate of Migration Management — it makes it possible to carry out procedures such as notification, appointments, and tracking without needing to go anywhere in person. But it is worth restating here a distinction that also applies to e-İkamet: the system is a tool, running the process correctly is a separate matter. The app shows you which screen to fill in; but it does not interpret which notification type, which application category, or which document is correct for your file.
In practice, this means the following: a wrong category choice, or a notification made with incomplete or outdated information, can cause problems at a later stage of the file — in some cases it can even create the need for a new application. Because both the legislation and the system itself are updated from time to time, it is healthier to check the current status for each file rather than relying on a single past experience.
This distinction becomes especially clear in two types of files. The first is files that have gone through more than one status change — for example, the notification and appointment options that a person with a history of first student residence, then a work permit, then family residence will see in GöçBil must be consistent with their past records; an inconsistency can lead to an unexpected error message or a rejected procedure. The second is files with high time sensitivity — failing to complete a procedure such as a notification or travel permit on time is not a matter of the app itself, but of the user following the correct timing. The app can send you a reminder, but the final responsibility lies with the user.
